In the U.S., studies of crisis/hostage negotiation based on theory and practice has been flourishing since the 1970s and continues to the present. However, since the number of hostage sieges and incidents involving gunfire is overwhelmingly small in Japan, it is difficult to say that there is an urgent need for a crisis negotiator specialized in hostage situations. Crisis negotiation, which is often referred to as a method based on hostage or non-hostage situations, however, has been applied to crisis management and conflict management.
