The Digital Transformation (“DX”) is progressing due to the social influence of the novel coronavirus infection (“COVID-19”). In addition, “Metaverse”, a new virtual space expected with the advancement of VR technology, was included in “Basic Policy on Economic and Fiscal Management and Reform 2022” approved by the Cabinet decision, and the Cabinet Office and Ministry of Internal Affairs and Communications in Japan have continued to consider it since then. 　In the trend that advanced ICT systems including AI have been increasing a great influence on the economy and societies, if it becomes impossible to appropriately control the uncertainty inherent in the advanced ICT systems, economic and social losses in real space will inevitably increase.
