内容記述 This paper, like some of my previous papers, explores how linguistic disorder, a babel, and its agents are expressed in English literature. For example, Milton shows them to be the hiss emitted by the rebel angels that have been turned into serpents by God (Paradise Lost, Book 10), the mutually incomprehensible cries the builders of the Tower of Babel raise after the tower has been destroyed by God (idem, Book 12), and the Philistineʼs “peal of words” as opposed to Samsonʼs fort of silence (Samson Agonistes). And also Popeʼs Dunciad shows how Grub Street hacks and other types of dunces are triumphant in the kingdom of dullness where senseless words are dominant.
 Based on my findings and researches by Pat Rogers and others I identify duncical characters and practices, e.g. lawlessness, readiness to quarrel among themselves and with others, misunderstanding oneʼs own abilities, plagiarism. In showing why a babel arises I benefit from Isao Onoʼ s explanation of the literary public sphere of the Restoration period, especially of how reason and the loss of reason are inextricably linked in the satire of the period.
 Another objective of this paper is to look into how English satirical conventions in the second half of the seventeenth century affect English satirists in the first half of the eighteenth century, especially Pope. In this I rely on the perspectives provided by the volume editor.
 The poems investigated here are collected in the section of literary affairs in Poems on Affairs of State: Augustan Satirical Verse, 1660-1714 (POAS), Volume 1. They are two poems in the form of the session of the poets (the session poems) and three satires on Edward Howard. (He is a dramatist and brother of Robert Howard, who is satirized in one of the session poems.) In the first session poem Apollo, the god of poetry, acts as the chief judge and opens a court in order to punish poets and dramatists who he thinks are committing unpardonable literary transgressions. Some shamelessly ask for the bays and, when their claims are rejected, voice their complaints. When he sees so many hacks with their poems and plays crowd into his courtroom, Apollo is forced to close it and lets dunces compete for the bays, thus creating a scene resembling that of The Dunciad where dunces compete in the games the queen of dullness order them to play. In the end, hacks dissatisfied with Apolloʼs judgement give the bays to two famous actors who they expect will promote their worthless plays. Dryden leads into the court of the second session poem the poets and dramatists who do not appear in the first session. At the end of the poem Apollo, weary of the hacksʼ clamorous claim for the bays, thinks of appointing a famous actor as poet laureate. The authors of these poems are unknown and possibly they themselves are hacks. They satirize poets and dramatists great and small, but their judgement lack credibility and the sessions simply aggravate the linguistic chaos they condemn.
 Taken as a whole, the satires on Edward Howard are to a certain degree successful in reducing Edward into an abstract entity of dullness. This is what Rochester, Dryden and Pope are good at. However, the more successful the satirists are in dehumanizing their target, the more they seem to lose their own humanity, thus producing the pictures of dunces fighting against dunces. The danger for satirists to lose their reason may be greater in the period covered by the POAS volumes (1660-1714) when dunces/ hacks are identified with utter knaves than in later times when denizens of Grub Street are viewed with pity and compassion.
