Before 1980s, the U.S. Government worked on defense reorganization. But, the congress and military had strongly opposed to the reorganization of the Department of Defense from a civil-military relationship of view. Therefore, the reorganization of Department of Defense didn’t make so much progress before 1980s. The reorganization was strongly contended and supported by the Chairmen of the Joint Chiefs of Staff in 1982. After many twists and turns, this effort bore fruit as the Goldwater-Nichols Act in 1986.
