In the German discussion,\nthough, there is more to the term. The promotion of renewable energies is seen as a chance for more local civic\nparticipation because these energies are more decentralized than nuclear or coal power plants. An overview of\nthe history of municipal energy policies and civic engagement in Germany shows that the German energy\ntransition has deep roots in anti-nuclear power/environmental movements, which encouraged citizens to\ndemand an environmentally friendly supply of energy on the local level. Indeed, federal laws for the promotion\nof renewable energies have their predecessors in local policies implemented in the 1980s/1990s. For instance,\nthe federal renewable energies act passed by the Social Democrats and Green Party coalition government\nenforced civic participation in form of energy cooperatives, while a federal program starting in 2008 funded\nthe conception of climate protection programs for each local government. By examining the case of the so\ncalled “wind power capital” of North Rhine-Westphalia (the city of Lichtenau) this paper investigates the\nrelationship between civic participation/engagement and local energy policies.
