| 内容記述 | From long ago, there exists various cultures in the world societies. To protect cultures and their expressions and to promote communication between them are necessary for the survival of human beings as well as for realizing peace. The language is an important element of culture, not only a tool of human communication but also a principal medium, which conveys the way of life or thinking historically elaborated in a society and expresses the individual and collective identities. Therefore, it would be almost impossible to succeed to or develop cultures without language. This article considers how international law faces minority languages and what problems are found there. As examples of minority languages, Ainu and Ryūkyūan languages are treated. First, we consider how contemporary international law protects regional or minority languages and what problems exist there, according to the theory of Jacqueline Mowbray, who has energetically tackled this problem from the viewpoint of “Linguistic Justice”. Second, we trace the situation of Ainu and Ryūkyūan languages in Japan and language policies taken by Japanese Government towards these languages. And finally, we predict the future of these languages and consider the challenges of international law to protect regional or minority languages. |
