To achieve this end, the article firstly traces their history and examines how they corre-late with international law (Ⅰ). The article then observes weak and insufficient inclu-sion of culture in the SDGs and explores the factors that made this happen (Ⅱ). Based on the distinction of the concept of Sustainable Development (SD) from that of the Sustainable Development Goals (SDGs), the article lastly argues that cultural aspects of the SDGs should be reconsidered from a perspective of the principle of integration, a core component of the concept of Sustainable Development.
