As a matter of fact, the issues and difficulties regarding interlocking directorates at the time revealed the complexity of problems inherent in this system from a legal viewpoint and a management viewpoint. The institutional measures corresponding to these problems show that some of them are governed by the law whereas others can be controlled by managers. The viewpoint of management implies the probability of the existence of the optimal combination of personnel. In the case of direct interlocking directorate, however, such probability becomes gradually smaller comparing with the case of indirect interlocking directorate. Moreover, in the former case, it suggests that, the direct combination of personnel is likely to generate more indirect combinations of personnel and this has been playing an important role in improving the efficiency of management but which certainly also depends on the methods of building organizational linkages.
