Many individuals have begun using digital technology in their lives and at work. Digital technology enriches peopleʼs lives. Today, digital technology is an indispensable part of peopleʼs lives. The Japanese local council, which is an analog organization, had to utilize digital technology during the pandemic. Digitization of the local councils enhances the power of the organization, participation of residents, and sharing of information. Further, digitization is also a means of solving many problems in local councils, such as resolving the shortage of legislators. In turn, local councils can enhance their policymaking capabilities. Digitization is a means, not a purpose. In the future, digital technology will be increasingly necessary to enhance the policy-making capabilities of local councils. The unprecedented COVID-19 pandemic is speeding up the digitization of local councils. This report organizes the digitization of local councils based on the cases of the Wakkanai City Council in Hokkaido and local councils nationwide. It also examines how digitalization affects local councils.
