The President of CLNU was Dr. Zhu Jiahua, a Western trained scholar and Guomindang official, who had held important posts during the War period.  After the Sino-Japanese War broke out in July 1937, CLNU expanded international propaganda activities, exploiting their membership of International Federation of League of Nations Societies and the friendship relations with League of Nations societies in the world. Thus, CNLUʼs activities served the Chinese wartime strategy to urge Powers to give effective assistance to China and impose sanctions on Japan.  After the beginning of WWII in Europe and the demise of League of Nations, and the outbreak of the Pacific War in December 1941, CNLUʼs activities had gone into decline. Only after the publication of Dumbarton Oaks Proposal in October 1944, CLNU resumed their activities, focusing research and publicity on the Proposal for establishing new international organization.
