recent years,the threat of cyberattacks is expanding both in quality and quantity,and their impact on society have been more and more serious as digitization spreads throughout society.As these recent trends,in order to create new value,we need cyber human resources who can ensure cyber security while advancing digitalization and innovation.It is expected that the demand for such cybersecurity human resource will show a significant increase in the future.In Japan,especially since the large-scale leakage of personal information held by government-related entities occurred in 2015,the Japanese government has promoted various measures by formulating \"Cybersecurity strategy\"according to the Basic act on Cybersecurity and amending related laws.In particular,with regard to measures for development of cybersecurity human resource,the government have been executing measures such as \"Cyber Defense Exercise with Recurrence\" and the establishment of a national certification system.While reviewing the historical background of cybersecurity policies to date,this paper analyzes the implementation status of these projects in light of the social impact of Novel coronavirus infection(COVID-19) and changes in the national security environment.Based on the above,this paper considers what kind of initiatives are necessary for development of cybersecurity human resource in the
