内容記述 The Information-Technology and Business Process Management (IT-BPM) industry is one of the bright spots of the Philippine economy and currently accounts for around 8 percent of the country’s gross domestic output( GDP).These IT-BPM firms were initially concentrated in Metro Manila, however, in recent years, a rising number of companies are expanding their operation throughout the country. In order to sustain the progress of the industry and to diffuse the growth to areas outside the capital, the government together with the private sector have identified digital cities which have the potential to attract and host IT-BPM investments. Using the Cities and Municipalities Competitiveness Index (CMCI), this paper examines the competitiveness of the digital cities. This paper also discusses background information about the cities in the Philippines and the history of IT-BPM sector. Using the result of the analysis of competitiveness and level of IT-BPM development as represented by number of employment, this study also provides classification of cities and outline policy recommendations. The group of digital cities are found to have higher level of competitiveness compared to non-digital cities. However, there is a big difference in how competitive each individual digital city is. While most cities are significantly competitive, notably, the cities that are located closer the Metro Manila, some cities are relatively underperforming. A significant variation also exists in terms of the dynamics of performance. Some cities are consistently improving, particularly, the most competitive cities, a few are constantly declining, and others have mixed performance.
