内容記述 | This study reviewed the 1989 Course of Study to the 2018 Course of Study, the 2003 Five Year Action Plan, the 2014 Five Proposals, and the plan to introduce four- skill English tests and its suspension. The results showed that since the 1989 Course of Study, the Ministry of Education, Culture, Sports, Science and Technology (MEXT) has emphasized the importance of cultivating students’ English communication skills. Despite MEXT’s continued emphasis on communication skills in the past Courses of Study, students’ communication skills have not notably improved. Thus, MEXT took several measures such as the addition of a listening test to the 2006 National Center Test and the inclusion of the policy of teaching English in English in the 2009 Course of Study. More than ten years passed since the inclusion of the policy. Thus, this study also investigated whether the policy has been implemented effectively by analyzing the MEXT annual surveys about the implementation status of English education. The results revealed several challenges, including a decline in teachers’ English use in Communication English I in 2021, following a positive trend from 2014 to 2018, a decline in the percentage of teachers mainly teaching in English as the grade levels increase, and fewer teachers teaching mainly teach in English in English Expression Courses than Communication English Courses. Despite these challenges, the analysis results showed the possibility that when the teachers’ use of English increases, the students’ activity time in English increases, which indicates teachers’ use of English plays a critical role in promoting students’ English activity time. Thus, further investigations will be needed to achieve the objective of the policy to increase students’ opportunities to be exposed to English and students’ communication time in English. | |||||||
