内容記述 | The unprecedented aging of Japan’s society has major consequences for its financial and health systems, consequences that could be made worse by air pollution, especially by particulate emissions from diesel engines, since the elderly are particularly vulnerable to this form of pollution. This paper investigates the aging society in Japan, with particular attention paid to the need to increase the number of elderly workers, and how air pollution, and particulate air pollution in particular, can adversely affect an elderly society. After discussing the enormous and seemingly ever-increasing estimates of health and economic costs resulting from such pollution, the paper examines the reasons why diesel engines (the major source of both particulate air pollution and nitrogen oxides) became such a concern, and why they became popular. It discusses the legislation introduced in Japan by both the national government and the Tokyo Metropolitan Government, problems with its implementation, and the tensions that arose between the two arms of government. In particular, it focuses on the controversy over particulate matter regulations that erupted early this century. Finally, the paper argues that as a result of the events in the early 21st century, the driving force for devising pollution-related legislation has become the regional governments rather than the national assembly. | |||||||
