| 内容記述 | This paper presents a record of an interview with Kazuyoshi Nishikura, a former China correspondent for Kyodo News. At the time of the interview in 2013, Nishikura was a professor in the Faculty of Law at Ryukoku University. The interview primarily focused on Nishikuraʼs experiences as a China correspondent in the early 1990s. Nishikura reported on the inclusion of the Senkaku Islands in Chinaʼs 1992 Territorial Sea Law, revealing that he had obtained internal documents from the National Peopleʼs Congress showing that the military had overridden the Foreign Ministryʼs objections to include the islands in the bill. Nishikura also discussed his use of multiple channels to obtain internal information about China. The Japanese Ministry of Foreign Affairs initially failed to recognize the significance of this report, later changing its stance. Nishikuraʼs reporting garnered more attention from Western scholars than from within Japan. At the time, China sought to overcome its international isolation following the Tiananmen Square incident, and the Emperorʼs visit to China was conducted within this context. Nishikura argues that the treatment of the Senkaku Islands in the Territorial Sea Law should be understood within the broader framework of Chinaʼs foreign policy, emphasizing the importance of contrasting this with Chinaʼs approach to Southeast Asia. While the formulation of Chinaʼs Territorial Sea Law did not receive much attention then, it is now considered a turning point in Chinaʼs foreign policy. | |||||||||||
