| 内容記述 | Due to its geographical, topographical, and natural conditions, our country is prone to natural disasters such as typhoons, storms, heavy snow, floods, landslides, earthquakes, and tsunamis. Additionally, the accelerated climate change caused by global warming has increased the frequency of unexpected heavy rainfall, resulting in severe human and economic damage. In light of these circumstances, the national government and local municipalities have been working on disaster prevention and mitigation measures, formulating policies incorporating expert opinions to address various disasters. This research aims to reconsider the concept of a “disaster” through the definitions of disasters in various national disaster-related laws. It examines the current status and future challenges of Japan's disaster prevention measures, focusing on kyojo (public assistance) such as financial support and emergency relief, as well as jijo (self-help), particularly home insurance (fire insurance) as an effective means among the three pillars of disaster prevention measures in our country, to address the economic damage caused by natural disasters. Countermeasures against major earthquakes, including the Nankai Trough Earthquake, and the use of earthquake insurance must be undoubtedly critical and frequently discussed.However, earthquake-related issues will not be addressed in this paper and are reserved for a separate discussion. |
