| 内容記述 | Since the beginning of this century, efforts to create smart cities have been promoted around the world. In Japan, smart city creation projects (Ministry of Economy, Trade and Industry) have already been promoted in 287 locations, and many digitally-driven urbanization projects have been formed with the aim of creating next-generation cities. Most of these efforts are smart city redevelopment (retrofit type) projects. Meanwhile, in China, the Xi Jinping administration has put forward a policy under the slogan “Millennium Plan” to create one of the world's largest (new urban type) smart cities by 2035 in the third city (Xiong’an New Area) after Beijing and Tianjin. At the 19th National Congress (October 18-24, 2017), the Communist Party of China selected Hebei Province (Xiong’an New Area) as the third city after Beijing and Tianjin, and set out a policy of building it to a high standard. The concept of smart city construction in Xiong’an New Area is to build a green ecologically livable city, an innovation-driven development pilot area, a coordinated demonstration area, and a development and pioneering area, with the aim of implementing new development concepts and creating an innovative development demonstration area. Based on an on-site inspection of the new urban smart city in China's Xiong’an New Area and interviews with relevant parties (August 28-29, 2024), this paper examines the organizational structure and development model of new urban smart cities using the example of China's Xiong’an New Area. |
