This study evaluates the business environment of three Chinese regions—Jiangsu, Fujian, and Chongqing— through the lens of foreign-invested enterprises (FIEs), focusing on the divergence between subjective perceptions and objective institutional indicators. The research links the China Business Environment Index (CBEI) and the World Bank Doing Business (DB) framework with firm-level survey data, enabling a direct comparison between institutional scores and enterprise experiences. Methodologically, the study visualizes both the numerical differences (score gaps) and the ranking differences (ranking gaps) between objective and subjective indicators to capture their misalignments, and examines regional heterogeneity among Jiangsu, Fujian, and Chongqing. Based on eight case enterprises, the findings reveal two distinct patterns: Jiangsu and Fujian represent an “institution underestimation type,” where practical business experiences exceed formal scores, while Chongqing exemplifies an “institution overestimation type,” where institutional indicators appear stronger than firms’ on-site evaluations. These contrasting results are shaped by differences in reform maturity, administrative practices, and information provision. The study highlights that raising objective indicators alone cannot ensure a better investment climate; rather, region-specific operations, transparent information channels, and tailored support for FIEs are critical. Despite the limited sample, the proposed framework contributes to international debates by explicitly connecting global benchmarks and local business realities. |
