| 内容記述 | This paper analyses the result of consultation on EU humanitarian aid policy launched by DG ECHO of EC so as to clarify the agreement and disagreement among the stakeholders (Member States, UN and NGOs). The consultation led to the adoption of “European Consensus on Humanitarian Aid Policy” in 2007 reflecting that the stakeholders agreed on many principal issues. Meanwhile, the consultation also showed disaccords or diversity of views on some issues, especially on coordination / combination of humanitarian activities and other civil-military activities such as civil protection and on UN-led system reform which lacks inclusiveness of various NGOs. Those issues involve not only European but universal controversies on the future of international humanitarian assistance. | |||||||||
