(2)古典派経済学者の中でこの問題を詳細に論じたマカロクである。(1)に関しては，①すべて穀物法批判者によるもので，穀物法撤廃は一国の租税支払い能力を高めると結論しているが，②リカードウからの影響はほとんど認められず，③一国の租税支い能力の測定尺度も異なっていた，という 3点が明らかにされる。(2)に関しては，マルザスやリカードウと同じく，マカロクは貨幣価値の騰落が租税負担に及ぼす影響を論じた。だが，彼が租税額/国民所得という枠組みで一国の租税支払い能力を論じた際，穀物法との関連は中心論点ではなかったし，貨幣価値の変化と生産条件の変化という穀物価格変動
