We can often nd out the more complicated structure of “Will of the People” in those cities compared with each former municipality before the amalgamation. I focused on the referendum held in 2010 at Saku City of Nagano where four municipalities have amalgamated in 2005, and analyzed the voting behavior and the feeling about Saku city holding the referendum by using a mail survey.
