| 内容記述 | Tort law's compensation objective can justify: (i) the governmental support to bail out TEPCO under the Act to Establish Nuclear Damage Compensation Facilitation Corporation of 2011; and (ii) the governmental interpretation to disqualify the 3/11 tsunami from liability-exempting-grave-natural disasters under the old Act on Compensation for Nuclear Damage of 1961. However, the government should educate the public about nuclear operation's safety limitation to neutralize over-deterrence created by the above (ii) interpretation. | |||||||
