| 内容記述 | As of April 2021, the number of children waiting for nurseries across Japan has decreased to less than 10,000 for the first time since the survey began in 1994. This study explores the significance and potential of establishing a nursery in the university campus near a train station despite a significant decrease in the number of children on waiting lists. The study analyzes the article on the purpose of the Child Welfare Act in relation to the Constitution of Japan and the Convention on the Rights of the Child. Furthermore, it aims to quantitatively examine changes in the utilization of nurseries. Qualitative observations demonstrated that the purpose of the Child Welfare Act before and after its amendment emphasizes equality and that waiting lists are a problem even in small numbers. Moreover, the results revealed that currently, numerous children are waitlisted in districts along the railways apart from that in Bunkyo Ward. The utilization rate of nurseries continues to increase in these locations. In addition, a station-type nursery is expected to reduce burden in relation to time through an efficient system for pick-up and drop-off. Thus, the potential increases for children that commute from districts along the rail line. This finding suggests that the need for nurseries will remain high. | |||||||||
