| 内容記述 | One of the general theories of science and technology communication is the “shift from understanding of science （PUS） to public engagement of science （PES）.” On the other hand, in the field, science and technology communication for the purpose of PUS is still being conducted. How did this gap arise? This paper assumes that the reason lies in the change of meaning of the concept of science and technology literacy in science and technology policy. Then, we clarified the change in the meaning of the concept of science and technology literacy in official documents by using concept analysis. As a result, two things became clear. The first is that the concept of science and technology literacy has been expanded to include competency. The other was that this change was influenced by the findings of a group of experts. | |||||||||
