| 内容記述 | The evolution of advanced ICT systems, including artificial intelligence (AI) has led to significant improvements and advancements of various ICT services, including search engines, social networking sites, e-commerce platforms, video streaming services, online meeting tools, and more. The Digital Transformation (“DX”) is progressing due to the social influence of the novel coronavirus infection (“COVID-19”). In addition, “Metaverse”, a new virtual space expected with the advancement of VR technology, was included in “Basic Policy on Economic and Fiscal Management and Reform 2022” approved by the Cabinet decision, and the Cabinet Office and Ministry of Internal Affairs and Communications in Japan have continued to consider it since then. In the trend that advanced ICT systems including AI have been increasing a great influence on the economy and societies, if it becomes impossible to appropriately control the uncertainty inherent in the advanced ICT systems, economic and social losses in real space will inevitably increase. In recent years, competition and disputes between nations over politics, economy, military, and technology have been actually occurring, and some have raised concerns that cyber space may shake the foundations of nations and democracy. In order for Japan to develop sustainably, it is essential to consider rules regarding AI development through machine learning, AI utilization, and responsibilities associated with AI. Comprehensive consideration of various issues is required from perspectives of ethical, legal and social implications (“ELSI”). This paper aims to organize recent trends and the currently identified challenges associated with these issues. |
