| 内容記述 | This paper, initially presented at the 2023 Fukuoka convention of the Japan Association of International Relations, examines Japan’s diplomatic stance toward Myanmar post-2021 coup. The research question centers on the role of human security, particularly human rights, in Japan’s foreign policy. The study reveals weak negative linkages between Myanmar’s democratic backsliding and Japan’s aid initiatives. Three primary factors account for this: 1)strategic diplomacy, where Japan’s geopolitical concerns about the rise of China and Russia influence its engagement with Myanmar; 2) bureaucratic politics, marked by a decline in the advocacy for human security, leading to a Ministry of Foreign Affairs-led approach that minimizes the role of human rights; and 3) informal actors, such as the Nippon Foundation and the Japan Myanmar Association, which act as secondary diplomatic conduits closely linked with Myanmar’s military, the Tatmadaw. The paper posits that Japan’s decision-making process represents a form of dual diplomacy that incorporates both bureaucratic and informal channels. This approach has allowed Japan to maintain its relationship with the Tatmadaw, making it an outlier among democratic countries and raising questions about the efficacy of human security as a cornerstone of its foreign policy. | |||||||||||
