| 内容記述 | Information often affects not only an individual’s behavior but the people’s choice. However, referendum voters are sometimes faced with the situation of lacking information compared with those who participate in elections. In this paper, we focused on the referendum held in 2010 at Saku city of Nagano where governor and upper house elections were also held several months before the referendum. By using a mail survey, we found that non-voters in each election who relied more on ads by citizens group during the referendum campaign were more likely to be aware of the importance of the referendum issue and then decided to vote in a referendum. Our analyses suggest that the “less concerned” voters in referendums tend to react to risk-averse framing sincerely or against risk-loving framing the other way around. | |||||||||||||||||
