| 内容記述 | This study aims to analyze the role of international norms and values in global publicprivate partnerships （PPPs）. How are international norms treated by private sector PPP partners? Does the profit motive impede the accomplishment of the development goals? This study examines these questions by means of a case study of the Ghana Nutrition Improvement Project, in which the Ajinomoto Group, a Japanese food multinational, participated as a private sector partner with USAID in a program to improve infant nutrition and hence reduce disability from growth stunting. While the stated goal of the project was nutrition improvement, as it turned out, the norm of gender equality was also served by this project. This was due to the fact that Ajinomoto employed female salespeople for outreach to mothers and hence helped with the empowerment of local women. This paper argues that the framework of CSV, or creating shared values, is an indispensable tool in evaluating the performance of PPPs. When a development value such as nutrition improvement is shared among various actors, it may well be that private sector partners may use means to achieve the shared values which contribute to other important norms, even without those norms being the stated purpose, and this should be taken into account in the evaluations of such PPPs. | |||||||||
