| 内容記述 | Levitsky and Way’s monumental work, Competitive Authoritarianism, insists that a high level of Western linkage guarantees democratization. However, according to research by Freedom House, the democratic conditions of Hungary and Latvia, both EU members, and Turkey, an EU candidate, are backsliding. The aim of this paper is to explore democratic backsliding in recent years, especially in “peripheral” areas of Europe affected by Western linkage to democratization. The first part of the paper defines democratic transition, democratic consolidation, and democratic endurance as basic premises of the argument. The second part explains the Hybrid Regime, which is a combination of democracy and authoritarianism. The third part summarizes the work of Levitsky and Way, and critically examines it through the contribution of Tolstrup who introduces the concept of “gatekeeper” as an intervening variable in external linkage. The fourth part demonstrates the paths of democratic recession and clarifies the recent democratic backsliding in EU members and EU candidates through the rating of Freedom House. In conclusion, this study suggests the urgent need for a pilot case study of democratic backsliding. | |||||||||
